On behalf of the Maui Vista AOAO, we wish to convey our concerns related to the proposed expansion of the Maui Coast property to include a six-story building with approximately 170 guest rooms plus an ancillary one-story building fronting South Kihei Road.  Plans for this smaller structure presently include a coffee shop, small businesses and possibly conference rooms.  Parking would be provided by both buildings but primarily at the rear of the property.  The gulch in the center of the property would remain in its natural state.

New Year, New You??

It is that time of year when we ask our owners to update information in our database that might have changed over the past 12 months. There have been several times recently when members of our staff have contacted the agent or emergency contact listed for a unit and discovered that a change was made without notifying the AOAO Office.

If you experienced a change in any of the listed categories within the past year, and have not yet made the AOAO Maui Vista Office aware, please let us know right away.

Update: Maui County Travel Restrictions

UPDATE:
Please find the attached link to the County of Maui web page with Mayor Victorino’s Order dated January 13, 2021.  Rule 12, Subsection d (starting on page 11) is the order requiring travelers to download the AlohaSafe Alert or Google-Apple Exposure Notification System described in my previous email.  This must be done prior to arriving in Maui according to the order.  I am providing this information for clarification purposes only.  The AOAO Maui Vista office does not require this for your guests who register upon their arrival to Maui Vista.

Maui County Travel Restrictions

Owners,

I recently became aware of a new travel restriction that is not listed on the Maui county web site at the present time.  While most of our owners and guests will have no problem with this restriction, there are a few that do not feel the need to be digitally connected via smart phone, and as a consequence may encounter difficulties when coming to the island.  The below text is from a Hawaii Travel article not from the Maui County website.  The information has been repeated in an email from an on-island attorney who provides information related to condo association restrictions.  I suspect that this is accurate and will soon appear on the county web site as an additional restriction.

If you do not have a device capable of downloading this tracing app, you may encounter a situation where you are required to quarantine when arriving on Maui.  Your guests may encounter the same difficulty.  I would encourage you all to be aware of this information and ensure that guests booking stays here do not run into this roadblock.

I will do my best to keep you posted as information changes.  This is one that would have slipped by had Peggy Shea not caught it as part of a separate communication.

Maui mandates Contact Tracing for all travelers
‘AlohaSafe Alert’ App now required for all Maui visitors
Effective January 19, 2021, Governor Ige has approved Maui Mayor Victorino’s request for the mandatory contact tracing requirement for all travelers from both the mainland and interisland to Maui.

The latest emergency rules read as follows: “All travelers into Maui County, whether interisland or transpacific, who wish to avoid quarantine by pre-testing within the State’s Safe Travels Program, must additionally download either the AlohaSafe Alert application or another Google-Apple Exposure Notification System application, or enable their exposure notification setting on their mobile device. Proof of registration, such as showing airport screeners or any law enforcement officer, the application installed or setting enabled on a traveler’s mobile device, is required. Failure to register with an exposure notification system before arrival into Maui County shall result in mandatory quarantine, except for any individual under the age of 18 or who does not possess a mobile device. Only for those who do not possess a mobile device, at least one individual in their traveling party will be required to comply.”

All travelers to Maui, beginning January 19th, must download the AlohaSafe Alert App on their mobile phone. Failure to do so will result in a mandatory 10-day quarantine period. Travelers to Maui may also want to review the latest Public Health Emergency Rules notice effective 01/19/21.

Additionally, inter-county passengers to Maui must now have their negative test results prior to arrival; as Maui County will no longer accept negative test results received post-arrival.
Exceptions to the Maui contact tracing requirements.

There are a few situations, as per the emergency rule quoted above, that will not require the AlohaSafe Alert app. The exceptions are:

  1. Traveler utilizes an alternative contact tracing app. (must be a Google-Apple Exposure Notification System).
  2. Any travelers under the age of 18.
  3. Any traveler who does not possess a mobile device, when at least one other person in the party has the app.

Details about the ‘AlohaSafe Alert’ App

The Hawaii Department of Health (DOH), in partnership with aio Digital and the Hawaii Executive Collaborative (HEC), has launched AlohaSafe Alert, the free State of Hawaii officially approved exposure notification app to help mitigate the spread of COVID-19.

Some key features include:

  • Participants may opt-in/out at any time.
  • The app allows smartphones to interact and exchange anonymous codes that are frequently changed, but it does not keep track of any geo-location or GPS data.
  • Only DOH authorities will have access to data, and all data will be kept anonymous.
  • Should you test positive for COVID-19, your identity is kept private from anyone who receives an alert, and their identities are kept private from you.
  • AlohaSafe Alert is interoperable with other similar official notification apps in other states and those apps can also be used by visitors to Hawaii.

Lighting Project Resumes

 

Owners,

Just wanted to send along an email to let you know that work has indeed finally resumed on the lighting project. I know this project has been a long time in the works and it is nice to see that things are finally back underway.

Today the workers are finishing setting bases in place throughout the property. They will then continue the final install of the bases, trenching and running of the electrical conduits for each base.

I want to say that I appreciate the patience of our many owners and guests during this project. Many of you have moved vehicles, endured dust, and accommodated the workers already. The AOAO staff will do our best to provide ample notification of the need for vehicles to be moved and other accommodations that may be needed. Please know that we cannot anticipate every event. If you have a question or concern about work taking place, please let me know in the AOAO office as soon as possible. I will be sure to investigate the matter and work to find a resolution.

I look forward to seeing the finished product and to the enhanced safety this additional lighting will provide to our property.

The primary purpose of this email is to advise you of the dates for our quarterly pest control service.  The following is the 1st quarter schedule.

February 5, 2021 – Building #1
February 12, 2021 – Building #2
February 19, 2021 – Building #3

Some of you will need to update our office with the newest door code or door keys.  I would ask that you notify Tish as soon as possible if you have a new code, or provide our office with the new keys immediately upon changing the locks.  The process of scheduling pest control spraying is time consuming, and the sooner we have access confirmation the better.

Please notify your guests and communicate with your agents about these dates as well.  Notification in advance makes the process flow far more smoothly on the date of the service.

I also wanted to be sure to update you all on the lighting project process.  Some of you may have noticed that the work did not begin on the 18th as we anticipated.  Rest assured, we are still slated to resume the work as soon as possible.  The weather on Monday, and a piece of broken equipment have force a change in the start date.  Right now our contractor believes he will be able to resume on January 25th.  Should that date change for any reason, I will let you all know right away.

QUARTERLY MEETING OF THE ASSOCIATION
OF APARTMENT OWNERS OF MAUI VISTA

To Maui Vista Owners:

This email shall serve as notice that the quarterly AOAO Maui Vista Board of Directors meeting has been scheduled for Thursday February 11, 2021 at 9:30 AM HST. As a result of ongoing restrictions related to COVID 19, the Board of Directors meeting will be held via Zoom. Current restrictions on Maui limit groups to five. There will be no in person meeting options available.

For those unable to connect using the Zoom platform, a phone conference call option is also available.

The Zoom meeting connection link is posted below. Phone numbers for your local area are also listed. Owners who choose to call in to the meeting will need to use the Meeting ID number and Passcode provided. If you prefer to call in to the meeting using a local area number to avoid phone charges, a link at the bottom of this email is provided for you to search locally for an appropriate phone number.

This is also a good time to remind each of you that February 1st is the deadline for owners to display their 2021 Parking Decals. Please provide your vehicle registration and insurance information to the AOAO Maui Vista Office to complete this process. Currently over half of our owners have not provided this information, so please attend to this matter at your earliest convenience. Owners who will not be returning to the island until after February 1, 2021 can provide the information via email, then your on-island agent can pick up the decal and place it on the vehicle for you.

If you plan to arrive shortly after February 1, 2020, please email me at aoaomv@gmail.com and let me know. We will work with you and coordinate the process upon your arrival. For those owners who have long term tenants, please advise them to bring all appropriate paperwork to the office and we will issue a sticker to them directly.

Termite Work Update

January 12, 2021

Owners,

This has been a confusing and lengthy process, so I wanted to take some time to update you all on where we are currently in the termite remediation process taking place in the 4th floor of our buildings. Let me first apologize for the inconvenience some of you are having to deal with. I know that it cannot be pleasant. Your patience and cooperation has truly been appreciated by our office staff.

For this project, our staff is working with two separate contractors to accomplish the job. Scheduling has been an issue since the vendors have to coordinate the work. Added to the chaos is the fact that much of this work was being done in and around the holiday season.

Initially when termite damage was discovered on some of the 4th floor roofing beams at the walkways and exterior lanais, Mid Pacific was call to conduct an assessment of the entire complex at the 4th floor. Mid Pacific inspected the exterior walkways and lanais of most units. However, there were a few units that still needed to have lanais inspection completed. We have worked individually with some owners and are happy to report that all but a few lanais are now inspected.

While waiting for the inspections to be completed by Mid Pacific, our construction contractor (LED) came in and started work on the removal of the damaged material on the walkways and some lanais. This was extensive work in some areas as many of you have noted. Their instruction was to remove as much of the damaged material as possible to allow for Mid Pacific to treat the beams thoroughly with orange oil solution to eradicate the termites and halt the damage.

Mid Pacific returned and was able to treat all the exposed beams in the walkway areas. When they observed the level of damage in some of the beams, it was clear that the path of travel indicated there may be more damage to the interior beams of some units. Mid Pacific created a list of units where they would need to re-inspect the beams further.

The re-inspection was scheduled for January 11, 2021 on building 1 and 2. Unfortunately it was not clearly communicated to our staff what would be happening on that date. Our office was under the impression this visit would be for treatment of the exterior beams. We did not know they would need to enter units in those buildings and therefore the owners were not contact directly for access. I take full responsibility for the miscommunication.

We are currently working with Mid Pacific to schedule their return for building 1 and 2. At this time the inspection date for building 3 remains January 21st. Our office will work with the owners of those units to allow access to the inspectors.

During the reinspection, if termites are located, Mid Pacific will assess and determine what needs to happen to treat the infestation. Small incursions will be immediately treated, and no further unit access will be needed. If larger infestations that have traveled up the beams are found, Mid Pacific will yet again have to schedule an additional time to return to those specific units and complete their inspections/treatments. The reason they must schedule a return date, is the fact that high beams will require the employees to use alternative equipment and ladders specific to the individual need.

Finally, when the entire process has been completed, LED will return and start the repairs to the damaged beams. The majority of this work will be in the exterior walkways, but some work will need to be done to the interior of units and the lanai areas. I do not yet have a timetable of when that will happen, but we will do everything possible to communicate with you all as soon as we know that information.

I apologize for the length of this communication and thank you all again for your patience. It is important to get this right for the long term future of our buildings.

BOD Message to Owners

December 20, 2020

TO: Owners of Maui Vista

Aloha, Maui Vista Owners,

In the interest of achieving better communication with owners, we want to share some good news with you. The Special Management Area permit has been received and work will resume on the installation of the new parking lot lights. Our contractor, Gus Hoeft, will commence work in January starting with the northeast corner of the parking lot and then moving down toward the street. Gus estimates this will take about a month after which work on demolishing and replacing the entrance circle will commence. The new entrance circle will be smaller in width and eventually contain a Maui Vista welcome sign, a tree and some flowers. Small guidance lights will be placed around the base of the circle. Specific details will be forthcoming early in January.

We realize that this has been an eventful year for all of us. The COVID-19 virus severely limited tourism to Hawaii and subsequently reduced rental income to owners who do short term rentals. We have strived to minimize expenses as much as possible during this time of limited occupancy.

The restrictions imposed because of the virus greatly delayed our lighting/parking lot project. While our general manager, Ms. Victoria Reyes was closely monitoring this project, unexpected personal circumstances indirectly related to the virus resulted in her announcing her retirement a year earlier than anticipated. We selected Mr. Jerel Haley as the new general manager. Throughout the past three weeks, Victoria has been working closely with Jerel so that he will become familiar with the overall operation of Maui Vista. This activity has gone very smoothly. Recently Jerel reported that Victoria has been “so gracious and attentive when I ask questions and has the best interest of Maui Vista and I in mind. Just wanted to be sure you all knew our working relationship has been highly beneficial.” This is, of course, very good news.

The members of the Board recognize that the sudden and unexpected changes resulted in concern from some owners. While the Board has tried to act in the best interest of all owners, it is not possible to please every one of more than 200 individuals. With the present holiday season – Christmas, Hanukkah, or Kwanzaa – whatever you celebrate – we hope all owners will look ahead for a much better and hopefully less eventual year in 2021.

Annual Message from the Maui Vista AOAO President

To all Maui Vista Owners

For most of us 2020 has been a year none of us anticipated a year ago.  The impact of the COVID-19 Virus has affected all of us in various ways.  This has certainly been true here on Maui with the delay of our major Maui Vista parking lot/new lights project and owners unable to do short term rentals.

The annual homeowners meeting was held on Tennis Court 1 on 7 November 2020 with only 20 owners in physical attendance.  This was the first time we tried to electronically connect owners via Zoom or by telephone.  While we had some initial connectivity problems, most owners appreciated being able to participate since they could not be physically present.  We anticipate that future homeowners’ meetings will also offer this capability.

The Board of Directors appreciates the effort owners have made to be current in their maintenance fee payments.  At the same time the General Manager and the Board have taken steps to reduce as many of the operating costs as possible.  For example, with less occupants, we were able to reduce trash collections from every day to two days a week.  The net result is that the maintenance fees will not be increased for 2021.  The monthly fees are listed below:

Many owners have already paid the special assessment for the parking lot improvements.  The Board of Directors had previously decided to waive the maintenance late fees and finance charges until the end of the year, and extend the special assessment deadline until 31 January 2021.  In view of the current conditions on Maui, the waivers and the deadline will be extended until 31 March 2021.  With tourists now being permitted to visit Maui under new regulations, it is anticipated that this extension will give Maui Vista owners a chance to improve their financial situation.

Our major project to both resurface and add illumination to the parking lot remains on hold until the county approves the three Special Management Area (SMA) applications required for this work.  The county approved the electrical work in May. The combination of a limited staff because of the virus and the typical delays in processing these documents at county has resulted in an extremely long delay in acquiring SMA approval.   There is a detailed description of the problems encountered throughout this project in the minutes of the Homeowners’ meeting which are available on the owner section of the AOAO Maui Vista web site.  The password is vista2191.

Unfortunately the problems encountered in establishing the communications for the Homeowners meeting resulted in the loss of the recording.  Owners are asked to contact me for any oversight so these draft minutes can be amended.

On 5 October 2020, our general manager, Mrs. Victoria Reyes, wrote to the Board of Directors that she planned to retire on 31 December 2020.  Recognizing that finding a suitable replacement might be difficult during the pandemic, she offered to remain as General Manager into 2021 if necessary.  She has also offered to assist any replacement during the first few weeks of employment.

The Board of Directors appointed a search committee and the position was advertised.  Approximately 30 applications were received and interviews were conducted with several of the more promising applicants.  One well qualified applicant declined the position for personal reasons.  During the interview process, it was discovered that one of our owners who has just moved permanently to Maui was interested in this position and after reviewing his qualifications the Board of Directors offered Mr. Jerel Haley the position of Maui Vista General Manager.  After several days and considerable discussion with members of the search committee and the Board of Directors, Mr. Haley accepted the position.  He will start on 1 December 2020 as a “Manager in Training” for one month under the guidance of Mrs. Reyes, and will assume full duties on 1 January 2021.  Mr. Haley is a retired chief of police with managerial experience.  Since Mr. Haley was also Vice President of the Board of Directors, he has resigned from that position.  Under Article IV, Section 4 of the By-laws, the remaining members of the Board of Directors asked Mrs. Renee Richardson, a past president of the Board of Directors, if she would fill the vacancy for the remainder of Mr. Haley’s term (November 2021).  Mrs. Richardson has agreed to serve on the Board as Vice President.

The Board of Directors has expressed its appreciation to Mrs. Reyes who has served as General Manager for over seven years and has excelled in her responsibilities to greatly improve the operation of the AOAO of Maui Vista.  We wish her a long and happy retirement.
